IEEEXplore watch: new IEEEXplore since yesterday

IEEE has changed its Xplore web presence.

Related, at LinkedIn's IEEE official group, an interesting discussion started by Roger Pollard:
How should IEEE Societies and Councils respond to the likely mass movement to Open Access publishing?

1. The US Government seems to be moving towards mandating Open Access for all publications arising from federally-funded research (see http://www.whitehouse.gov/open ). There are similar pressures in Europe and many other countries.

2. Approximately 70% of IEEE-Xplore usage is for articles more than two years old.

3. The above facts point to potential adverse revenue consequences to Societies and Councils of delayed Open Access. How should IEEE Societies and Councils respond? How are they already responding? What input would you like IEEE S/Cs stakeholders and decision makers to consider? How should the IEEE Technical Activities Board respond?
